アメリカ、中国にサイバー攻撃中止要請

［ワシントン　１０日　ロイター］ - 米中戦略経済対話が１０日、ワシントンで始まった。米国は中国に対し、経済改革の一段の推進やサイバー攻撃を通じたスパイ行為の中止を求め、それらが両国にとって恩恵をもたらすと指摘した。

バイデン副大統領は対話の冒頭で共通の利益について強調し、「中国が自国の経済のために取るべき次のステップは米国の国益にもなるものだ」と指摘。

「あなた方が求める改革は困難なものだが、自由為替相場や消費主導型経済へのシフト、知的財産権の行使など実行されれば、われわれ双方に利益をもたらす」と述べた。

一方、コンピューターネットワークへのハッカー行為を通じた知的財産権の窃盗問題については率直な態度を示し、「米企業が現在直面しているあからさまなサイバー攻撃による窃盗行為は度を越えていると判断されるべきで、中止が必要だ」と強調した。

対話ではバーンズ米国務副長官とルー米財務長官が、中国の楊潔チ国務委員、汪洋副首相が率いる同国代表団のホスト役を務めている。

バーンズ副長官は、１０日の協議後、病気療養中の夫人に付き添うため帰国したケリー国務長官の代理で対話に参加している。

＜米国は公平な競争環境求める＞

中国の汪副首相は冒頭のスピーチで、前月の米中首脳会談の際に習近平国家主席が表明した中国側が望む「新たな関係構築」について強調。「今回われわれがすべきことは両首脳による重要な合意内容と新たな大国関係の具体化だ」と述べた。

ルー長官は、中国新指導部の下で広がる改革計画を歓迎した。
